Description: |
Within partial project of IES within 2005-2011 there were formed four research teams with following topics:
1.Institutional Aspects of the European Integration and Integration of the Czech Economy
The project will discuss integration of the Czech economy into the EU from the institutional point of view. The standpoint of the Czech Republic is analysed from two perspectives: (i) reflection of the recent development, and (ii) exploration of the next horizons in the EU and world context. As a synthesis, (iii) an explicit link between the two perspectives is provided by analysis on how past institutional setting projects itself into today and future problems.
The first branch focuses on the reflection of Czech economic development. Its approach is based on institutional analysis of transition, and discussion of development of institutional thought in the Czech republic and abroad, resulting into assessment of mutual influences of both in the course of Czech transition.
The second branch deals with current and future problems. It containts both concrete and more general insights. From present issues and their institutional framework, there follows discussion of long run choice of macroeconomic goals and corresponding negative consequences of quantitative economic methodology.
Explicit links between the two branches may be viewed as a synthesis of the two perspectives. This part contains discussion of contemproary trend of global wealth differentiation, and discussion of strong persistence of behavioral institutions inherited from the past after institutional change, relevant both to economic transition and EU accession.
Last but not least, the composition of the research team will enable indispensable inter-generation dialogue and transfer of experience from prof. Kouba and Mlcoch but also Luděk Rychetník towards doctoral and master researchers.
Team leader: Prof. Ing. Lubomír Mlčoch, CSc.
2.Microeconomic and macroeconomic aspects od intgration of the Czech republic into EU and EMU
Merging of two open systems generally opens to both systems new and new possibilities and dangers. Both possibilities and dangers are to be evaluated - that is their benefits and costs must be specified and their chances and risks assessed – and managed. Project applies this basic “system methodology” in systems defined as “the economic system of the CR” and “the economic system of the EU”. Both systems are to be modelled as networks. This allows to take into account different possibilities – especially of households and firms – of reactions under uncertainty or “fundamental” uncertainty. Project is going to be solved in two stages, 18 months each. In the first stage, models – networks characterising both the Czech and EU economy will be created. These models will be merged and their dynamic behaviour under different types of possibilities and dangers and different reactions to uncertainty and “fundamental” uncertainty will be studied. An important part of research in this stage will be the analysis of methods of chance and risk assessment for small chances and risks and under “fundamental” uncertainty and the analysis of optimal reactions of the decision makers in such situations. In the second stage, basic possibilities and dangers in the merging of the Czech republic and the EMU (the basic situation until 2010 approximately) will be classified . Those basic possibilities and dangers will be assessed and algorithms for the management of relevant chances and risks will be suggested. Different scenarios for the economic development during the merging of the Czech republic to the EU will be defined.
3.Economic Policies in an Enlarged European Union and the Czech Economy
Our project aims at integrating hitherto independent research agendas in the realm of economic policies and in the European integration context. We will also interlink economic and political factors of the reasearch, focusing on the decision process on both national and European level.
This approach will allow us to model impact of the EU membership on national economic policies and their mutual compatibility. The main topics of our agenda include public budgets and their role in the European integration, competitiveness of the European economy in the context of anti-monopoly policies and support of small and medium enterprises and entrepreneurship.
We aim at an analysis of the sustainability (or lack of it) of the existing economic policy framework and paradigm both within the European Union and in the Czech Republic. We will devote special interest to the economic policy institutional background and the impact of aging European population on the economic policy setting, both political and economical.
Team leader: MPhil. Ing. Ondřej Schneider, PhD.
4.Financial markets
This team project will pay attention to the financial markets development. The reason for this concentration is both the importance of financial markets for the Czech economy and the very eventful and budgetary significant history of this sector in the Czech Republic (CR). We will concentrate on the study of competing models of financial market organization in EU and CR, i.e. the market oriented anglo-saxon model and the bank oriented continental model. While the Czech economy has already chosen the bank oriented system, the changes of bank systems in EU countries, especially possible break-up or endangering of special position of “Landesbank system” in Germany, may have a number of implications for the European-wide banking market. This topic will be further extended through the analysis of the development of the institutional framework of the capital markets in the CR. Another connected topic will be the development of the corporate governance and the influence of corporate governance on the Czech and European financial markets. The last topic will be a study of the efficiency of the European stock markets and the possibilities of their integration, including the integration of the Czech capital market.
