Developing composite indices and comparative statistics for efficiency analysis of public institutions and their expenditures

|Description:||This project is focused on development of instruments for efficiency analysis of selected fields of public expenditures. In the first part of the project, we will examine the public procurement, which forms an important part of public spending. Based on our unique database of public procurements in the Czech Republic and on our previous research, we will develop indices and set of comparative statistics measuring and benchmarking the efficiency of public procurements across contracting authorities and types of public contracts.
In our research, we will identify, based on economic theory, the best practices of public procurement and deploy our analytical tools for measurement of the difference between the identified quantifiable components of public procurement best practices and between the demonstrated behaviour of Czech contracting authorities. Thus we will be able to either verify or decline our hypothesis that there is positive causal relation between adherence to best practice (or some of its parts) and efficiency of public procurements.
In the second phase of the project, we plan to extend our researchand deploy our methods for evaluation of efficiency of other selected public expenditures.
