Abstract: |
Pooling is a common theme in health financing, as it is directly linked to one of the principal goals of health financing reform (and indeed, of health systems more generally): improving protection against the financial risk of using health care services. Experience with reforms in CE/EECCA countries suggests the need to distinguish two aspects in this regard: (1) pooling as a policy objective (that is, risk pooling), and (2) pooling as a policy instrument (that is, changes in the way that funds are accumulated in the health system). |
