| Abstract: | In last decades, several hypotheses trying to explain the accumulation of public debt were proposed. This paper focuses on the group of theories explaning the debt as a result of strategic behaviour of politicans. Presented are basic hypotheses, their assumptions and results. The mosr recent model is discussed, included is also discussion about possible extensions and generalizations of the model. At the end the empirical evidence for the strategic use of debt is presented. |
