Abstract: | The aim of this thesis is to analyse the utility functions of the most important actors of the hospital services market and to evaluate the potential growth of efficiency of these services after introduction of Diagnosis Related Groups system of financing. The main tool of this analysis in a simple model of market of hospital services. The model compares on the theoretical level the system of financing of hospital services in the per diem system and the DRG system. This model shows the potential growth of the efficiency of production of hospital goods and services under the DRG system. This theoretical model of hospital services market is then applied on the Czech actual system of financing of hospital services. Precondition of this application is the analysis is the theoretical concepts of the DRG system, of its development, threats etc. This thesis emphasizes in particular incentives that it provides for the actors. The next precondition is the analysis of the actual system of financing of hospital services in Czech republic and the role of all actors in it. The model situation shows the inefficiencies of nowadays situation. The next step is to describe the evolution of the DRG system in the Czech republic and the influence of some actors during development of this tool. The system of DRG how it is defined today is not sufficient in order to guarantee growth of efficiency. There is a convergence period proposed in this thesis that should ensure the potential of the growth of efficiency. In this thesis I didn’t`t succeed to verify my hypothesis, that the introduction of DRG system implies the growth of efficiency. The DRG system is more a tool for the actors that motivates them to raise the efficiency of their production. |
