Abstract: The aim of this thesis is to present the most important donor evaluation concepts and to show their possible application on the Czech Republic. The main focus is given on the Index of Donor Performance, whose application on the Czech Republic (and other CEER countries) should be the main contribution of this text. First, the Czech development
cooperation is introduced, where the emphasis is given on key documents, the Czech Official Development Assistance (ODA) statistics and the administration system. Czech evaluation system is presented next and problem of aggregation of results is analyzed. The evaluation concept using country’s strategic framework is studied thereafter. First part of this thesis ends with the description of a Development Assistance Committee (DAC) evaluation tool – “peer reviews”. The second part of this thesis deals with one single concept of donor evaluation: The Index of Donor Performance. This Index is presented in the fourth chapter. The computation procedure is described with the aim to be applied on the Czech Republic and other CEER countries. Because of the lack of the necessary data, an alternative approach using qualitative methods is proposed and the Index is calculated.
