Abstract: The aim of this project is to explain rationality of the regulation on the market of mobile operators in whole European meaning, the other possible development and the efficiency of separated services of mobile operators; based on the analyze of progression and present-day situation on the market of mobile communications in framework of European Union. Particular attention is paid to mergers, connections between the ownership structures of mobile operators and to the rise of the possible collusive behavior. Analyze of the market made in this project shows us, that whole European market of mobile communications embodies markedly positive development towards the competition market and in some areas this level was already reached, therefore in some cases of the services of the mobile operators is not longer need for the central regulation. This project describes in particular positive influence of regulation of the side services mobile operators-roaming prices and data services; and stresses the methodology, which is necessary for the development of this regulation, regulation on retail and wholesale markets, leaving enough space to mobile operators for generating needed profit for their innovative investments. On the contrary, as completely unsuitable this project finds the tendencies for the creation of uniform European regulator, or separation transnational telecommunication corporations on few smaller according to the domestic markets. Further the project points out the needed caution in case of regulation international calls and shows the opinion that this service should not be regulated. The markets of domestic calls and text messages are seen in this project as totally competition markets, on, which is necessary to watch the danger of using the dumping prices in competition fight.
