Abstract: This paper discusses question how to improve the quality of environment with help of environmental taxes (environmentally related taxes and fees). As example it uses the air quality because air pollution is externality, which cannot be easily evaluated, the source of pollution is hardly identified and air is a typical public good. Furthermore, air pollution does not respect state borders thus coordination and cooperation in this area on international level is crucial.
In the first section paper deals with environmental taxes in general -- their pros and cons. Because the implementation of taxes is a political issue, introduction to analysis of political markets is included. Present air quality is in comparison to the beginning of 90's satisfactory, in some areas major improvements are inevitable. Standards of air quality are set arbitrary and environmental taxes can be used to reach their requirements.
To deal with problems with the air pollution I suggest wide use of present excise taxes and implementation of new taxes on heat, coal, gas and electricity. Because of local character of heavy pollution I suggest implementation of local tolls and annual fees for solid fuels furnace.
