Abstract: The paper deals with the issue of aid effectiveness and donor allocatoïon of foreign aid. It argues that donor can play a considerable part in making aid work. Using the latest findings of profesional journals, the effective poverty reducing aid allocation is discussed at the beginning. In the second part the actual aid allocation is under scrutiny while in the third part the aid ineffectiveness in fighting poverty is explained through domestic political market and aid agencies behaviour.
