Abstract: This paper deals with the issue of unemployment in the European Union and ways of coping with problems at the European labour market. The unemployment impacts mainly on some specific groups of EU citizens, particularly youngsters, women, people between 55 and 64 years of age, and ethnic minorities. Considerable differences can be observed also among EU Member States. Detailed attention was aimed to the so called “European Employment Strategy”, which was launched in 1997 and revised after 5-years’ duration.

The main purpose of my work was to show that the EU is not successful enough in lowering its labour market problems. Analysis showed that the European Union does not invest sufficiently in human capital (mainly in comparison with the USA), does not create an environment favourable for entrepreneurship and does not encourage its citizens to set up and run their own businesses. European tax systems discourage people from carrying on their businesses and burden the labour force which leads to a smaller intensity of using the human resources. Last but not least, the European labour market flexibility is restrained by the insufficient labour mobility. This mobility is not low only among the Member States and their regions but also among working positions which, in consequence, prevent from hiring the right people for the right positions.
